Implementation of Small Savings Scheme through MPKBY, SAS and PPF Agents.
Schemes implemented
The Small Savings Schemes are implemented by the MPKBY, SAS and PPF Agents. The Amounts are deposited in the Post Offices by the Depositors which is canvassed by the Agents. The Small Savings Schemes details are given below.

The Applicant shoud produce two conduct certificates of State Government Gazetted officer, NSC Bond along with prescribed applications (with agriment 2 copies, nomination 3 copies) No criminal / Civil cases are pending certificate obtained from the concerned police station.
The Assistant Director (Small Savings) should maintain registeres for Appoinment /Renewel of agents. Separate page should be allotted for each agent and updated. The Assistant Director (Small Savings) should maintain the SAS order issued by the BDOs by Block vice in the Collectorate. A monthly report about the agent s appointment and cancelication of the agent in the District should be sent to the Directorate 15th of succeeding month.

INCENTIVE CLAIMS:-
The financial year is the basis of the claim. The agent may claim this incentive on yearly /Half Yearly / Quarterly / Monthly basis in their choice. However , the incentive claim pertaining to the finical year (April – March ) should be presented to the Collectorate before 30th September . The agent shall present their claims in the Collectorate viz Small Savings Wing. While receiving the Claim , acknowledgement should be given to the agent. The incentive is being paid to the agents by ECS through District Treasury.
The agent should present their incentive claims, the enclosures has noted below
The Claims should be presented in the prescribed application
forms.
SAS
1. Commission paid Certificate issued by the Post Master. (In case of Branch offices attached , the Certificate should have been countersigned by the Sub Post Master Concerned.
2. Investment details
3. Two receipts (Stamped , if Claim is for Rs.5000/- and above)
4. Appointment / renewal order for the period of Incentive claims.

If the Commission paid Certificate is issued by the Branch Post Master , it should have been countersigned by the Sub Post Master Concerned, since the Branch PostMaster is only Part time employee.
As soon as Claims are received from the agents , the same is entered in the Agent Incentive Receipt Register to be maintained in the Collectorate in the prescribed proforma. Agent incentive receipt register is maintained and entries are maid serially once the claim form are received on which basic claim settlements.
At the end of every month, a report on the incentive claims, received, claims settled and funds required details should be sent to the Directorate separately for previous year and current year before 10th of succeeding month.
Target has not been fixed by the Government for the past two years for Small Savings collection. In Thoothukudi District 19322.96 Lakhs(Gross Collection) Small Savings collection has been done during 2010-11.
