Department Profile


In Rural Development and Panchayat Raj Department, Office of the Assistant Director of Rural Development (Panchayats) is the District Level Office for monitoring the Rural Local Body.


Up to 31.07.1998, this office was designated as Divisional Development Office, Thoothukudi, a Division Level Office.


As per G.O. Ms. No.244, Rural Development Department, dated 01.08.1997, the name of this office has been changed as Office of the Development Officer (Panchayats), a District Level Office and then as per G.O. Ms. No.122, Rural Development Department, dated 08.06.1998, the name of this office has once again been changed as Assistant Director of Rural Development (Panchayats), Thoothukudi District, Thoothukudi.


Assistant Director of Rural Development (Panchayats), will supervise the matters relating to inspection of Village Panchayats, Panchayat Unions, and District Panchayat Office, records, works, and assets etc., any other proceedings under the Tamilnadu Panchayats Act 1994 against Village Panchayat Presidents / Chairmen / Members of Village Panchayat, Panchayat Union, District Panchayat etc.


The main function of Village Panchayat is to fulfill basic amenities like Water supply, Health, Roads and maintenance of Street Lights. Panchayat Administration, monitoring of Village Panchayat President activities and releasing of funds to the following schemes are being implemented through office of Assistant Director of Rural Development (Panchayats). He also release the statutory and non statutory grants and Assigned revenues for 3 tiers and monitoring of collection of taxes, fees, fines and other revenue due to Village Panchayats and works taken up in their own general funds for 3 tiers. He is monitoring the maintenance of Drinking water supply, Street lights, etc., in rural areas.


In Thoothukudi District, Upto 24.10.2011, there were 408 Village Panchayats in 12 Panchayat Unions and the 5 Village Panchayats namely Athimarapatti, Meelavittan, Muthaiahpuram, Sankaraperi, Thoothukudi Rural Village Panchayats have been merged with Thoothukudi Municipal Corporation from 25.10.2011 onwards.


At present, there are 403 Village Panchayats in 12 Panchayat Unions.


The Assistant Director of Rural Development (Panchayats) released State Finance Commission, Pooled Assigned Revenue and Thirteenth Finance Commission grants to 3 tiers with the approval of the District Collector / Inspector of Panchayats as detailed below for last three years.


State Finance Commission Grants


  • Allocation to Village Panchayats
  • Under State Finance commission Grant allocation to Village Panchayats has been made in two types.

    • Population Basis Fund
    • Under this category on the Population Basis funds are admitted and released to all Village Panchayats every month. From this fund expenditure may be incurred for Village Panchayats Administration and works.


    • Minimum Basis Grant
    • Under this category Rs.25,000/- has been admitted for every month and totally Rs.3,00,000/- for a financial year. This fund may be incurred for the Electricity Charges and water Charges to TWAD Board.


  • Allocation to Panchayat Unions
  • Under State Finance commission Grant allocation to Panchayat Unions has been made in two types.


    • Population Basis Fund
    • Under this category on the Population Basis funds are admitted and released to all Panchayat Unions every month. From this fund, expenditure may be incurred for Panchayat Union Administration and works.


    • Population Basis Fund
    • Under this category Rs.2,50,000/- has been admitted for every month and totally Rs.30,00,000/- for a financial year.


  • Allocation to District Panchayat
  • Under this category fund is released to District Panchayat every month. The amount may be incurred for administration and works.
